The 2 inner tubes have same size: 90/65-6.5. they both fit 11 inches tire with 6.5 in of rim diameter. They also have 90 degree valve bent. The difference is quality and thickness of the tube. The white valve come with your scooter when you just bought it: it is the original equipment manufacturer. And the gold valve is a replacement tube.
they are made of 3 layers: first layer in contact with the air protects the tube from inside. A second layer make the tube resistant and a third layers for smooth contact with the tire.
