they are made of 3 layers: first layer in contact with the air protects the tube from inside. A second layer make the tube resistant and a third layers for smooth contact with the tire.
The difference is valve position and
thickness:
*45 degree tube is thicker than the 90 degree.
*The valve of 90 degree is coming out  perpendicular
(90 degree) to the rim and then 45 degree inner tube  will form 45 degree with the rim.
